Francis Fortunato co-founded CATEX in 1995 and has served as the Chief Executive Officer since inception. Mr. Fortunato possesses expertise on a wide range of legal and policy matters relating to property and casualty insurance. Previously, as Assistant Counsel in the New Jersey Governor's Office, Mr. Fortunato was responsible for drafting key legislation amending the State's insurance laws, and advising the Governor on diverse insurance-related issues. While on staff of the U.S. House Committee on Energy and Commerce, he was responsible for numerous investigations and oversight hearings involving insurance and banking matters. Mr. Fortunato holds a JD from Catholic University in Washington, D.C., and is a graduate of the School of Foreign Service at Georgetown University.

As Co-founder of CATEX, Mr. Sweeney focuses on corporate strategy, business and electronic commerce operations. Previously, Mr. Sweeney served as Assistant Counsel in the New Jersey Governor's Office, where he drafted or negotiated provisions for several major pieces of environmental, energy and public utility legislation. While on staff of the U.S. House Committee on Energy and Commerce, Mr. Sweeney prepared legislation and hearings on environmental insurance, Superfund liability and other environmental issues within the committee's jurisdiction. He also gained substantial corporate experience as a project manager and strategic planner for Science Applications International Corporation (SAIC), a large technology and systems consulting firm. Mr. Sweeney received a JD and Master's degree in civil engineering from Stanford University and a BA degree from Princeton University.

Mr. Patel began working as a consultant for CATEX in January of 2000 for the purpose of developing individual, corporate proprietary systems that the company offers to clients. In May of 2000, Mr. Patel was hired as the Chief Technology Officer to conceptualize, develop, and fulfill the responsibilities of the long-term information technology plans of CATEX. Prior to joining CATEX, Mr. Patel was employed by PricewaterhouseCoopers in their e-commerce practice. There he was responsible for developing e-commerce solutions for their clients. Mr. Patel holds a Bachelor of Science degree from Gwynedd-Mercy College and is presently pursuing a Master's degree in e-commerce from Allentown College. In November, 2007 Mr. Patel was named Executive Vice President of CATEX in addition to his CTO role.

Mr. Bailey is responsible for CATEX's operations in Europe from its base on Fenchurch Avenue in London. Tom has overseen the continuing expansion of the European client base and the operational move from Lloyd's to new offices on Fenchurch Avenue. Tom joined CATEX in March 2001 from iPlato where he was responsible for new business development and strategy. Prior to that he was with Guy Carpenter and Sedgwick Re where he managed e-commerce strategy and implementation.

Mr. Mills joined CATEX in December, 2000, and is now responsible for the business and technical aspects of project and client account management in CATEX's European operation based on Fenchurch Avenue, London . Mr. Mills is also the principal for business analysis within the London market and European operations of CATEX. Prior to his employment at CATEX he worked for a technology and content management company operating within the insurance and reinsurance industry. Mr. Mills holds a Masters of Science degree obtained in the United Kingdom and is currently working towards the internationally recognized Associate in Reinsurance attained through the Insurance Institute of America.
